The collection contains copies of the handwritten meeting minutes of the Boards of Trustees of Franklin City, Idaho. They were reproduced from photocopies in the possession of Elaine Dunkley; the location of the original minute books is unknown.

Biographical Note
Franklin, Idaho was founded in 1869 by a group of Mormon pioneers led by Thomas E. Smart. Named after the early apostle in the Church of Jesus Christ of Latter-Day Saints, Franklin D. Richards, Franklin, Idaho, was the first permanent settlement of Europeans in present-day Idaho though the settlers believed at the time that the municipality was in the Utah Territory. An 1872 survey established that Franklin was, in fact, in the Idaho Territory. As of 2010 Franklin had a population of 641.
